Elan C. Paluck, Ph.D.
Elan C. Paluck, Ph.D., is a Research Scientist with the Research and Health Information Services (RHIS) unit of the Regina Qu'Appelle Health Region. She obtained a Bachelor of Science degree in Pharmacy at the University of Saskatchewan (1988), and later completed a Masters degree (Pharmacy) in 1992, and an Interdisciplinary Ph.D. in 1998 at the University of British Columbia (UBC). Prior to joining the Health Region in 2002, she was an Assistant Professor at the UBC Faculty of Pharmaceutical Sciences and a Research Associate with the UBC Institute of Health Promotion Research. Her previous research has focused on the design and evaluation of novel approaches to primary health care issues such as the White Rock/South Surrey Seniors' High Risk Patient Intervention Project (Research Assoc.) and the U.B.C. Dept of Pediatrics and Family Practice Antibiotic Resistance Education Project (Research Assoc.). As a co-investigator, she has completed a number of studies on health policy and decision making, including an evidence-based review of the impact of mental health program standards on patient outcomes (under contract with the Ontario Ministry of Health) and an investigation of the utility of expanding a centralized prescription drug database to improve health care delivery without violating patient privacy. Dr. Paluck is the current Chairperson of the RQHR Research Ethics Board.
